Oil Spill and Vessel Detection in North and West Africa
(EF/GMESA/SC-1/2023)

The primary objective is to create an automated identification and reporting system for oil spills and vessels, as well as to develop simulations for impact prediction in the consortium's area of operation. To achieve this MarCNoWA Consortium is inviting applications for the position of a Non-Key Expert (NKE) for Oil Spill Monitoring.

Responsibilities
1. Develop an oil spill and vessel detection system with a visualization and reporting platform for the marine and coastal areas of North and West Africa.
2. Conduct end-user-related activities, including training sessions and the creation of audio-visual materials to promote the service.
3. Explain the system's functionality for Policy and Decision makers.
 
Scope of Work

It is expected that the Consultant will work closely with Edenway Foundation to provide the following service:
1. Develop an open-source platform for automated data collection and real-time oil spill and vessel detection.
2. Create a user-friendly interface with bilingual support and data sharing capabilities.
3. Implement basic analytics and reporting features.
4. Set up an admin page for system updates and maintenance.
5. Prepare an instructional guide for both administrators and users.
6. Produce training materials and host workshops for user engagement and policy education.
7. The project seeks to make meaningful contributions to marine and coastal resource management across North and West Africa.
8. Present report at a regional stakeholder’s workshop. 

Eligibility Criteria
Applications will be accepted from citizens of AU Member State citizens who meet the following criteria:
1. Expertise in the automated download and pre-processing of Sentinel-1 data.
2. Experience in the automated detection of oil spills and vessel tracking.
3. Proficiency in simulating detected spills to assess impacts on marine and coastal ecosystems.
4. Familiarity with the development of visualization platforms and analysis tools for detected spill and vessel information.
5. Knowledge of data cataloguing.
6. Excellent communication and reporting skills

2. A technical proposal clearly showing their understanding of the work to be done, a methodology and a detailed schedule aligned with the scope of work.
3. A financial proposal covering all the expenditure headings necessary for the accomplishment of tasks to be executed.

Evaluation Criteria
Proposals will be evaluated based on the consultant's qualifications, proposed methodology, timeline, experience, and cost-effectiveness.
